Clockwork Interference

Sudden Setback gives you tempo in a clear, controllable way. As an Instant that costs {2}{U}{U} it targets a spell or a nonland permanent and forces the owner to choose whether it goes to the top or the bottom of their library. Use it to remove a problematic answer before it resolves or to push an opponent's key permanent out of reach for a draw step. In play it reads like a surprise counter that does not counter but rewrites the opponent's plan.

The Murders at Karlov Manor art ties this effect into the set mood: an uncloaked disruption that rewinds a moment and leaves suspects unsettled. Sudden Setback fits smoothly into control shells and blue midrange decks that prize interaction and card advantage. Played with scry effects or shuffle effects it can lock an opponent out of finding what they need while you keep board time on your side.
