The instant speed means you can protect key artifacts creatures or planeswalkers after they grow or accumulate loyalty and deny removal or combat damage for a turn.
In Commander play the card doubles as a tempo tool and a safeguard. Use the proliferate effect to expand an army of +1 plus counters or deepen a planeswalker board state then choose which of those marked permanents step out of the battlefield for a round. It fits naturally into counter focused shells and those that plan to take advantage of temporary absence. The extended art evokes the cavernous currents of Ixalan where small changes cascade into larger tides of consequence.
