You may put any number of permanent cards with mana value X or less from among them onto the battlefield. Then put all cards revealed this way that weren’t put onto the battlefield into your graveyard this card converts excess mana into board presence. In practice you select X to match your available ramp and targets, then let the Wave resolve to translate raw resources into threats and utility pieces at once.
The borderless Foundations foil adds collector appeal while keeping tournament legal functions intact. Genesis Wave plays well where you have large mana stores, token synergies, or sacrifice outlets that can reuse the cards sent to your graveyard.
