This Bird Soldier trades tempo for targeted removal by exiling a nonland permanent when it enters the battlefield or when it deals combat damage to a player. The exile is functional rather than permanent because the card can be cast by its owner while exiled, making this a flexible tool for dealing with troublesome permanents while keeping the game state interactive.
Beyond removal the Extortionist rewards attention to opponents actions. It gives you card advantage when other players cast spells from places other than their hand.
