In practical play the creature turns each surveil into incremental advantage by pinging each opponent and returning you one life at the same time. That makes it a compact engine in decks that surveil often or can generate free scries on opponents turns.
The body is modest and resilient enough to survive several turns while it extracts value. As a Vampire Rogue it fits naturally into dimly lit political decks that grind value from the graveyard and information plays.
