You can then legally cast any number of spells with mana value X or less from among those exiled cards without paying their mana costs. This is straightforward leverage; pick X to match the table state and use the window to refill your hand with tempo plays or answers.
From a lore perspective this card fits the Outlaws of Thunder Junction tone with a cold bargain and a brutal accounting. It rewards reading the game and timing the reveal so that high impact spells can be pulled into play for free.
