Tidespout Tyrant is a high cost answer that fits control shells that want a repeating tempo effect. The card reads cleanly and does exactly what you expect. At {5}{U}{U}{U} you get a 5/5 Djinn with flying that bounces a permanent each time you cast a spell. In practice this turns your cheap instants and sorceries into repeated removal on anything that matters from lands to creatures while leaving the Tyrant to trade in the sky when required.
From a Ravnica perspective the Tyrant is useful in slower blue strategies where board control and card advantage combine. The foil near mint condition shown here preserves the art and border details while making each bounce feel a little more theatrical. Good players will slot this into decks that can reliably capitalize on multiple spell casts per turn or protect the Djinn long enough to grind out long games.
