Storm Fleet Negotiator is a compact evasive attacker that turns each combat step into a small economy of information. A two two with flying that costs {2}{U}, it pressures the air while triggering Parley each time it swings. The Parley trigger forces every player to reveal the top card of their library and rewards you with Map tokens for each nonland revealed then replaces those reveals by letting everyone draw a card.

In practice this card excels in Commander shells that want repeatable exploration effects and incremental value without committing to heavy card draw engines. Map tokens convert into controlled explores to power up a key creature, find missing interaction or filter toward a combo. From a lore angle the siren pirate works as a negotiator between fleets and fortunes, trading secrets and routes for the chance to steer the tide.
