At a cost of {2}{U} you get a 2/3 body that arrives with a triggered ability to give a target instant or sorcery in your graveyard flashback until end of turn. The flashback cost is equal to its mana cost which lets you reuse a removal spell or card draw in the same turn you develop the board.
Beyond the enter the battlefield window the card also carries Plot 2 which creates a long game option by turning it into a delayed spell from hand. In practice Slickshot Lockpicker plays well in graveyard synergy shells and control builds that want flexible recursion while still holding up tempo.
