In practical terms Shay Cormac fits into decks that want to force trades and then snowball. Use the activated ability after you commit a removal spell or targeted removal based combat trick to clear shields like protection and indestructible. Each time you target an opponent creature you seed it with a bounty counter and when that creature dies Shay gains two +1/+1 counters. That interaction turns incremental targeting into a resilient threat that scales over the course of a game. Add Shay to lists that value tempo and controlled attrition and you get a compact plan that converts precision into a threat.
