The card name is on the tip of your tongue when you want a cheap way to punish opponents who leave blockers or attackers untapped. At {2}{U} this Human Soldier trades favorably with many early threats while presenting a recurring tax on your opponent's tap decisions.
Mechanically it rewards a two-spell cadence by forcing a choice on the opponent. Choose a creature they control and if it is untapped then tap it, slowing attacks and removes utility that depends on being ready. If it is tapped you place a stun counter which prevents an untap later. This is not flashy lore, but it reads like a quiet law in Thunder Junction: keep them bound until you finish your line of play.
