Repeat Offender is a compact threat that rewards repeat interaction. At a single black and one colorless mana you get a 2 1 Human Assassin that grows when your opponents take the step that flags it as suspicious. The suspect mechanic gives the card menace and denies blocking potential when it matters. In practice the card fits well into a low curve aggro plan, a sacrifice shell, or any deck that pressures life totals while leveraging incremental upgrades.
The card’s printed ability is simple and tactical. Pay two and a black mana to either add a plus one slash plus one counter if Repeat Offender is already suspected or mark it as suspected if it is not. That loop creates asymmetric choices for both players and enables timing plays around removal and combat phases.
