It is a 2 2 flyer for {4}{U} that replaces its body with two cards the moment it hits the battlefield, which is exactly the kind of efficient tempo swing you want in Commander games that reward incremental advantage.
The evoke ability gives a second path to cast it for {2}{U} and trade the creature for a two card draw on resolution.
