When the twelfth hour counter is placed on Midnight Clock your library is rebuilt by shuffling your hand and graveyard into it and then drawing seven cards, after which the clock is exiled. This makes the card useful in grindy matchups and as a finish in decks that can stall or recur artifacts. It finds a natural home in decks that like recursion, time based synergies, and careful resource management.
