Merchant Raiders is a straightforward tempo tool for blue decks that leverage creature entry effects. At four mana the body reads as a serviceable blocker and the triggered ability punishes opponents who commit creatures to the board. The wording matters here. Whenever Merchant Raiders or another Pirate enters the battlefield under your control you may tap up to one target creature and that creature will not untap during its controller's untap step for as long as you control Merchant Raiders. That creates repeated windows to push damage or keep a key blocker offline without overcommitting resources.
In Commander the card shines when paired with Pirate token generators or creatures that grant additional enters the battlefield triggers. Use it to lock down a problematic attacker, protect a combo piece, or stall a game while you assemble answers.
