With flying and lifelink plus a 3/3 body, he provides both evasive damage and life swing while his triggered ability converts exile, graveyard and other zones into card advantage or ramp. Play him when you plan to cast from places other than your hand to maximize value.
The card reads like a roughed up prototypical outlaw who bends rules for profit. His ability lets you cast a permanent spell from your hand without paying its mana cost if you cast a spell from outside your hand first, and if you choose not to do that you can drop a land from hand onto the battlefield instead. That flexibility fits decks that loop flashback, cascade, or reanimation effects and also supports greedy mana plays. If you build around spells from other zones he converts tempo into tangible advantage and life gain into safety.
