When Intimidation Campaign enters the battlefield each opponent loses 1 life you gain 1 life and you draw a card. That immediate exchange buys you information and a minor life buffer while advancing a tempo plan that prefers incremental advantage over flashy plays.
The second clause leans into Outlaws of Thunder Junction flavor. Whenever you commit a crime you may return Intimidation Campaign to its owners hand. Use that return to dodge removal reuse the enter the battlefield trigger or protect the engine while you set up another move.
