For {2}{U} you attach this Aura to a creature, enter the battlefield, and immediately tap that creature. The enchantment then prevents that creature from untapping during its controller's untap step until you remove it. That sequence buys you time to set up answers or take advantage of the tapped state in combat or tempo plays.
The printed second ability gives you a recovery option for the long game. For {U}{B} you may shuffle the enchanted creature into its owner's library which can be an effective way to remove problematic permanents without triggering sacrifice or graveyard synergies. It fits cleanly into control shells and political play at Karlov Manor where denying actions and rewriting the board state matters.
