Cast it in response to a combat trick or to blunt a creature that threatens to trade favorably and you gain immediate board breathing room.

When you need broader interaction, the Overload cost of {2}{U} converts that single target into a one time shrink for each creature your opponent controls. Use it to clear through evasive squads or to shape combat in your favor across an entire board. Downsize fits into blue lists that value efficient answers and timing plays as much as card economy and synergy.
