You get to cast that spell this turn and can pay for it with any color of mana, which makes it easy to turn an opposing removal or draw spell into your own answer.
In Commander lists this card fills a niche role for card advantage and toolbox plays without asking for a big mana investment. It pairs well with graveyard management and token or flicker effects that can retrigger its enter the battlefield clause.
