The card forces you to lean into selection through milling and sacrifice your tempo for long term board advantage.
Play this if you want steady inevitability rather than an immediate swing. At each upkeep you will choose a card at random from your graveyard and possibly reanimate a creature or pick a noncreature into hand. That randomness rewards decks that value redundancy and graveyard density and it pairs well with dredge or self mill strategies in a Ravnica shell.
