The sorcery clears every nonland permanent with mana value two or less and refunds mana in the form of {B} or {G} for each permanent it destroys. Play it after combat or in a cleanup step to punish token strategies and low-cost combo pieces while smoothing the next turn's curve.
From a Commander perspective this card rewards timing and deck construction. It does not care about creature types or artifacts it only checks mana value so you can target rat tokens and zero cost artifacts alike. The flavor sits well with Thunder Junction outlaws who exploit weakness rather than brute force and the effect can swing parity back toward a midrange plan when executed cleanly.
