Aether Revolt operates around the Revolt mechanic. As long as a permanent you controlled left the battlefield this turn, if a source you control would deal noncombat damage to an opponent or a permanent an opponent controls, it deals that damage plus 2 instead. The timing matters here: use it to amplify trades and push for quick tempo swings when you have the edge on the battlefield.
On the secondary effect, the card scales with energy counters. Whenever you get one or more energy counters, Aether Revolt deals that much damage to any target, giving you reach against stubborn blockers or planeswalkers.
